Alright, this is getting silly. Changing to WONTFIX because we can't modify
quips anyhow.

I think this is fixed in bugzilla CVS (2.17); i.e., the admin can edit
quips. Google does not reveal the quip in question as being
a direct quote from anything.

At any rate, this can certainly wait until a new stable release of
bugzilla is ready. VERIFIED WONTFIX
